"An Act relating to hunting license and tag fees for citizens of              
Canada and Mexico; relating to nonresident and nonresident alien               
hunting, trapping, sport fishing, and other licenses, tags, and                
permits; relating to guide requirements for nonresident and                    
nonresident alien hunters; and providing for an effective date."
